“自山东国际贸易‘单一窗口’系统报关开始使用，到如今已有5年了。记得最开始使用‘单一窗口’时，我是带着抵触心理的。毕竟突然告别了顺手的‘武器’，干起工作来没有以前得心应手。然而仅仅使用几次后，我就深深地爱上了这个新系统。” 山东顺通报关有限公司客户经理张资旋对“单一窗口”的强大功能赞不绝口。
山东国际贸易“单一窗口”是由省政府主导的以口岸通关执法管理为主，逐步向相关物流商务服务延伸的大通关、大物流、大外贸的统一信息平台，实现国际贸易申报“一个平台、一次递交、一个标准”，以及口岸管理部门“信息互换、监管互认、执法互助”，对于提高跨境贸易便利化水平、促进外贸发展具有重要意义。“单一窗口”推行的目标就是“开窗通世界”，让企业在一个窗口办理所有的外贸业务。
莱州海关从企业长远利益出发，积极组织企业参加省电子口岸办组织的“单一窗口”培训，深入企业“手把手”指导具体应用操作，在当地多次组织座谈讲解，引导企业克服短期的应用困难，积极适应新系统，取得明显成效。
“以往企业需要分别跑4个现场去办理船舶放行手续，还要到海事窗口打印纸质许可证，现在通过‘单一窗口’在线办理，流程由‘串联’变‘并联’，取消了纸质的出口岸联系单，以往需要半天至一天的时间，现在足不出户只需要不到5分钟即可在网上完成。” 莱州海通国际货运代理有限公司经理杨新山表示，“原来我们查看进出口物流通关信息，需要单独与货运站、码头、船公司等各部门联系，现在使用了‘单一窗口’，一个窗口就搞定所有通关业务”。
目前，“单一窗口”还实现了企业资质、原产地证、海关税费和加工贸易等业务无纸化，让企业享受更多的通关便利。
山东宏泰电器有限公司外贸部副总经理郭荣表示：“‘单一窗口’原产地模块推出自助打印功能后，原产地证书从申报提交到打印出证，全部实现了线上电子化，我们不用再到海关业务现场办理原产地证书，极大地节约了企业的办事成本。”
系统推广以来，莱州辖区企业“单一窗口”报关率已超过99%，2000余艘国际船舶享受到了“单一窗口”带来的便利。“我们还将继续深入推广‘单一窗口’应用，进一步优化口岸营商环境。”莱州海关综合业务科科长许国峰表示。（完）
