近年来，山东省莱州市不断助力特种纸产业链条改造升级，上马新技术、新产品、新工艺，实现提质、增效、降耗、绿色发展，传统的造纸企业走上了“不传统”的高质量发展之路。
退税加速 爬坡过坎底气足
莱州鲁通特种纸业有限公司综合性特种工艺纸生产企业，近年来，受纸浆原材料价格上涨等原因，订单减少、物流受阻，企业面临着资金运转不周的难题。得知企业运转困难，国家税务总局莱州市税务局第一时间利用税收大数据，对鲁通特种纸业开展数字化问诊，辅导企业享受增值税即征即退政策，让企业应享尽享、应退尽退，确保退税“红包”精准“落袋”。
“没想到退税力度这么大！速度这么快！”莱州鲁通特种纸业有限公司负责人孙秀毅连连称赞，“这可真是实实在在的真金白银，有了这笔钱，我们企业发展好似按下了‘快进键’。”据了解，2022年上半年仅即征即退一项，便为鲁通特种纸业增加了近200万元的资金流。
政策快享 转型升级动力强
为了进一步优化口岸营商环境，让特种纸产业链上的企业更多地享受到政策红利，莱州市税务部门进行了系统化的政策梳理，安排驻企联络专员，提供网格化服务。并通过税务“鲁税通”、微信群等途径，点对点向企业精准推送可享政策，开展“全覆盖式”的宣传辅导，鼓励企业借助税惠红利，加大自主研发和“产学研”力度，进一步强技扩产、提升智造水平，奏响绿色发展主旋律。
服务更优 稳步发展势头好
“原本需要到办税大厅办理的业务，现在通过电子税务局足不出户就能直接操作，遇到疑难问题，税务工作人员直接远程视频解答，方便、安全又快捷。”山东鲁酒印务有限公司财务负责人孟宪志深感“智慧”办税服务的便捷。
莱州市税务部门始终以纳税人、缴费人需求为导向，持续落实推进“互联网+税务”“非接触式”办税，从“最多跑一次”到“一次不用跑”，从“预约办”“延时办”到“容缺办”，从“上门办”到“自助办”再到“网上办”，服务的持续优化，让纳税人缴费人充分感受到了“智慧税务”带来的方便和快捷。（宋浩 杨涵斐 叶天博）（完）
